Second In-House Webinar with Hon. Padam Pariyar

On April 5, 2025, NPF had the honor of hosting Hon. Padam Bahadur Pariyar, a distinguished member of the National Assembly, for an insightful in-house webinar. The session provided a comprehensive overview of the National Assembly's proceedings, delved into prevailing challenges, and discussed actionable solutions to enhance legislative effectiveness.

The webinar began with insightful reflections on the workings of the National Assembly, where Hon. Padam Bahadur Pariyar shared his experiences and knowledge of parliamentary operations. He emphasized the need for transparency and encouraged active citizen participation in the legislative process. His insights helped demystify the role of the National Assembly and shed light on how decisions are made at the federal level.

Addressing current challenges, Hon. Pariyar touched upon several pressing concerns. He stressed the importance of accelerating the law-making process and ensuring the timely implementation of existing legislation. A key point of discussion was his continued advocacy for the rights of individuals with disabilities, women, minority and marginalized groups. He also highlighted the need for greater research support and empowerment mechanisms for parliamentarians to enhance their effectiveness. Reflecting on the winter session, he mentioned that while the passage of nine bills in 60 days showed some progress, much remains to be improved. Furthermore, he addressed concerns about the implementation of federalism, acknowledging public dissatisfaction but expressing confidence that successful implementation will gradually resolve skepticism toward the federal structure.

The webinar also explored Hon. Pariyar's inspiring journey from grassroots activism to his current role as a respected parliamentarian. His longstanding work in disability rights and rural development has not only fueled his political path but also contributed to more inclusive and equitable policymaking in Nepal.

In the closing segment, participants engaged in a forward-looking discussion on how to improve parliamentary effectiveness. Strategies included fostering bipartisan cooperation, increasing civic engagement in policymaking, and ensuring that enacted laws are thoroughly implemented and monitored to meet public expectations. Hon. Pariyar's dedication to public service and his proactive approach to legislative challenges continue to inspire and drive positive change within Nepal's political landscape.
